Sounds alot loke the Lord built a disease especially to do away with the people costing the country the most money. Or somebody did anyhow How do we spread it through Washington? I'll help.

If someone with lung cancer gets run over by a bus, did the bus actually kill them?
Not sure of the logic going on here If a man gets shot in the jugular by a sniper then steps out in front of a bus as hes bleeding out, did the bus kill him? Time is the only difference here. Both men were surely dying, the dying just sped up a little in both cases.
