Need some help.. Looking at a used shotgun that has been drilled and tapped aftermarket but just curious, when it is done should thier be a hole all the way through the receiver? When I look inside the gun I see where the holes came all the way through when tapped. Is this normal?

Yes.
Little explanation , a hole should have usable threads tapped at least as deep as the screw diameter. Since receivers are not very thick you have to drill all the way through to get enough usable threads . Doesn't hurt a thing. If you aren't using them , you could just put filler screws in them . You always want to use a thru hole, if possible, instead of a blind hole. A lot of problems can arise with blind, small screw holes.
