This is an agreement that each of these states and DC will award ALL of their electoral votes to the winner of the presidential popular vote. A Republican has only won the national popular vote once since 1988. This automatically means that the winner gets 209 electoral votes which is 39% of the total electoral votes. Since blues states and big cities harbor large populations that vote blue, this almost ensures that the Democratic candidate will come out ahead in the popular vote. The Dems are playing for keeps, the Republicans are not.
