It's meaningless and I'd be $ the SCOTUS would back that up. To be pardoned, you have to have at least been charged, if not convicted. Character is not developed in moments of temptation and trial. That is when it is intended to be used.

No crime was charged but Ford Pardoned him proactively, which can be done if a crime has been committed. I don't believe you can be Pardoned for future crimes. Lord, please help us get our nation straightened out.
