One of the big problems is that ISS and NASA in general are not built with Elon specs or with considerations to mass-weight fasteners and connectors. All of which should be closer to standardized interchangeable parts.
Space X still has to accommodate for each individual non-spec piece of everything orbiting around up there. Russia could have gotten those folks a while back, but Biden pissed in Putin's cornflakes so Vlad did what Vlad does.
