From what I understand, you must use a government computer at work to reply to the email. There are 1000's of Federal workers on Vacation, not scheduled for work on Monday, sick, in remote locations working, etc...No plan in-place for them to not respond until they return to work without fear of being fired.

Well for one, they were ordered to return to work so theres that. I mean seriously, the people on leave (either sick or annual), not scheduled to work or whatever...what they supposed to do? I dont bring my laptop home, my work is not conducive for it. Throw in for 30+ years, i was told to not to bring home to work or take work to the house. It easily coulda been me since i had a surgical procedure done last monday and was out the next 2 days on doctors orders. Throw on top, we put what we do, by the quarter hour, in our webta. My nephew is constantly deployed in undisclosed locations for weeks at a time around the world without any way for traditional contact. Not that uncommon.
When his father was in critical condition in ICU after a heart attack it took a phone call to a certain number and 3 days before he was able to get home from wherever he was located and 2 days before he was able to call back.

Their direct manager is supposed to review the responses, not Elon. Hopefully the direct manager is aware of any circumstances where they are out. But then again, Biden didn't even know the SECDEF was having a major surgery, so who knows. Any complaints about this just point back to how horribly bloated and dysfunctional the government is. Heck I heard the other day they been paying folks ssi that were over 200 yrs old...

I'm just guessing here, but the guess is those roles are not subject to this thing. I think the entire email thing is a bit stupid, but its obviously designed to send a message and it worked. People that are supposed to be at a desk are being told to get behind that desk and their productivity is being monitored.
Character is not developed in moments of temptation and trial. That is when it is intended to be used.
