How does one go about out collected a monetary judgement against another nation (by a state government)? Why wouldn’t China just ignore this?
If there’s actually a mechanism to collect, I hope all 50 states sue them Apparently China owns some farmland and MO plans to take it back as payment.

If assets are seized and sold off, will the citizens get the money? No! The funds are to reimburse the money the State spent on Covid related nonsense. China will never pay but seizing assets would work!

If assets are seized and sold off, will the citizens get the money? Rest assured the land will be sold to a "buddy of the politician", at a discount rate for a "public improvement" project. Its the American process.
