What ever it is i have never seen a spike with a drop tine, or at least that's hat it looks like. When I first saw it that's what I thought. I think it was actually velvet that was full of some liquid, assuming blood, that was hanging down. The "drop tine" would change angles so that it always pointed straight down no matter which way his head was pointed.
