Not no, but hell no. Antler restrictions are a piss poor way of managing a herd. How about leasing you about 5000 contiguous acres, and manage it however you want, but leave the rest of us to our own philosophy's. The pictures above are of mature bucks, that would be illegal to shoot, under your guidlines, but all your 2.5 y/o 8ptrs that are highly visible, would be fair game. You been watching too much of the outdoor channel. I just asked a question jack ass, and I do have two VERY large tracts of land leased that I manage, and a room full of monster bucks, and I don't watch the Outdoor channel. There are gonna be exceptions to every rule, but I'd be willing to bet that for every mature six pointer that doesn't get shot, there are a thousand 1-1/2 year old spikes and four pointers shot yearly. And there will be a thousand more to replace them next year.

I like what Mississippi does. They have a minimum spread or minimum beam length rule. I think Alabama has taken a step in the right direction the past few years.
