can be true. There are certain bullet heads that expand better and have reliable expansion only in certain range of FPS.

Wrong and wrong.

Bullets can go too slow to expand but not too fast to expand unless it is somehow faulty or designed not to expand, as in solids.

A bullet does not ever rise. It starts to fall from the time it leaves the barrel. The perception is that it rises because you have aimed it up with reference to the scope line of sight, so that it will level out or fall on target at your point of aim.
