I've only been reloading a few years, so take my advice with a grain of salt. I'm no where near as experienced as the others who have posted so far.
I think you're putting quite a bit of crimp on the case and not realizing it. I've never set up my seater die like that.
I've always just used a factory round as a starting point.(Use the reload from your buddy) I put one in the shell holder, raise the ram, and screw in the seater die until it touches the bullet of the factory round.
Again, this is my starting point.

I think you are screwing the seating die down to far. Turn it back AT least 1 full turn or 2 . Then use the steam to run it down to seat your bullet. MY guess is you die has build in crimp and its crimping AS it seats the bullet. THIS may becausing it to BULGE you neck. Back it of a round or 2 and try it again Well I did this and it worked perfect for the 243 I couldn't ask for it to chamber anymore perfect than it did. The 7mm mag tho was a different story I still have the same issue of the bolt handle being difficult to lift and lock down. This is all after backing my die off 2 turns and putting the bullet my friend made and setting the seating stem by it.

Still might be a little long depending on the bullet if the bullet is different. Make sure you got a fresh piece of brass...seat the bullet a little deeper and see.
No government employees were harmed in the making of this mess.

The only difference in the bullets is that I set the die up with a loaded round using a 140 Accubond and I was trying to load a 139 hornady interlock btsp.

Yea... You still need to run an empty up in there and back the die off a turn or two. Then take the loaded round and adjust the seater down until it is touching the loaded round.
It is going to be real close even though the bullets are not the same. Seat your new bullet and if it is still tight... just adjust a hair deeper at a time until it chambers fine.
If it isn't tight at all you may want to go back the other way... longer.
You probably did but don't forget to chamfer the inside of the case neck.

Try a piece of resized brass WITHOUT a bullet and see what happens with it. I have trimmed, chamfered and deburred several pieces of once fired brass and they chamber smooth every time. It's not until I seat a bullet that something happens and it's difficult to lock the bolt down and release it.

It's not until I seat a bullet that something happens and it's difficult to lock the bolt down and release it. Ok. Try this. AFTER you size , trim, and debur. PUT you brass in press WITH your seating die. Raise it all the way up, THEN see if it still chambers in your rifle WITHOUT a bullet.
