The list of stuff includes grenade launchers, tracked armed vehicles, armed aircraft, guns and ammo of .50 cal or bigger.

They can still get wheeled armored vehicles, drones, helicopters, guns, riot gear and ammunition. But, they are suppose to provide a clear and persuasive explanation of why they need it.
