now this is the perfect situation for piss in the bottle and put the cap back on if I ever saw it. I was thinking filling the bottle with tap water, but your idea sounds better. I would leave the gasoline off the menu. In the event something bad were to happen, guess who is going to be holding the bad. Just too much liability there for gasoline.
I can't stand a thief.

Seriously, if it were me this is what I would do.
1. Do a police report to document the incident in case there is any blowback from further steps.
2. Let it set a few days, not the report, do that soon, and see if he voluntarily fesses. He may have been in serious need of fluid and figured (incorrectly) that you wouldn't mind him borrowing without knowledge. Certainly this is wrong, but better than just plain outright thievery.
3. If he's a tenant and doesn't own up, give him his eviction notice. If he wants to fight it, sign a criminal complaint that will result in a warrant.
Lord, please help us get our nation straightened out.

I knocked on his door for about 10 min and he wouldn't open up. So I wrote a letter asking him to return it if he borrowed it and disregard the letter if he didn't borrow it. See if he has an ounce of honesty in him. I think this was probably the best thing! Heck he may have just forgotten some again...
