OR it could be some sort of stretcher. Jaws are facing the wrong way to be a stretcher. Have you ever seen a Fence Stretcher? Nope, never seen nor used one.  I guess when you said stretcher, I thought you were talking about something to push something apart. A wire stretcher is not what I had in mind.

Used for pulling dozer tracks together to repin. Correct. We have couple of these. Also used them to put chains our our skidders and cutters
