Don't just hand give her a tool and expect her to use it. Train her to use the tool she choses.
Get her in a basic pistol class. Then take her to a range with rentals, rent/shoot different guns once decided on a gun, buy it and get her through a defensive pistol course. That way she is equipped and trained.
