My guess is that he is a bully. He knew full well that he was dealing with juveniles and acted accordingly. I would be willing to bet that his actions would have been a LOT different if it had been grown men!
And, for the record, I do not like bullies!
But they weren't juvies. He signed warrants on them. You can't sign warrants on juveniles.
Lord, please help us get our nation straightened out.
