You may have to do a little bit of a PR campaign telling the processors that you are just interested in the data only. For this matter, they could just fill out last name and first initial of the harvestor, along with sex, approx. age, etc. In any system you are going to have law breakers and that is a constant in any of the solutions, so you can't worry about if they are paying cash, processing on there own, out of state, or etc. Also, when renewing your hunting license you fill out a quick short form that says what you harvested the year before (similar to the migratory bird form). This gives you your samples without making hunters law breakers if they forget. Then the state needs to get out and talk to biologists, game wardens, county extension agents and etc. in each county. In reality, this alone would probably get the info necessary to make a decision but the other stuff is just supporting documentation if needed.
