Does it really matter? Even if the state or the people still own them they have no access to them. That's like saying you own land but have no way to get to it.

Makes a HUGE difference. Example: High Fence Birmingham has a huge 3 yo buck. High Fence Montgomery offers to buy the deer. Can Birmingham sell a deer it doesn't own? If Montgomery moves it to their fence, would that not be stolen property?
