Good point Perch. Take a look at job migrations from state to state in the US in the last 10 years: AWAY from California in droves and toward Texas, North Carolina, and Arizona. The reason? An incredibly high tax burden, a regulatory climate that's suffocating, a crippling government bias toward unions, and a state government that doesn't give a crap if business thrives there or not.

The same thing is happening on a national scale. What the US really needs to do is lower the damn corporate tax rate (currently the highest in the world), close loopholes to ensure that corporations pay their fair share (unlike GE), and eliminate/streamline these suffocating regulations from the Executive branch.
