With it stalled could it take a totally unexpected turn? No. It will move north regardless. it just may not move as fast as predicted and it may not hit where predicted. But it will move north. It aint going across the Gulf to Houston.

She's rotating on our local radar. No longer stalled. Definite rotation. Yup, right now it looks like your bad weather will not pass anytime soon. This storm decided to do a Harvey and not move along. Which means you got a full day or two of sh1tstorm instead of the usual 6-8 hour hurricane.

Hopefully it will be far enough east when it turns so it will stay on shore after it hits Florida rather than just skirt up coast just off shore and pound the entire cost with 100+ MPH winds.

Something no one has mentioned is bridges and causeways. When Katrina made landfall it took out bridges. I'm not familiar with that area but if there are bridges they will suffer damage limiting access to areas.
