It would be about like dropping a trailer of guns and a trailer of dope in bham half would go for guns half for dope. Then the ones with the guns would start shooting the ones with dope to get it then start shooting each other. Wait till most of the commotion is over then shoot the rest problem solved.
That's like the easy cure for black on black homicide; give them more guns and ammo
