I've still got a 1991-1992 Regulation Book. The rule contained the same wording it does now in regards to a garment or either a full size hat or cap:

1991-1992 Reg Book:

... an outer garment above the waist with a minimum of 144 square inches of hunter orange or either a full size hunter orange hat or cap.


The game warden that told you that was wrong. Any one of the three meet the requirements of the rule.
