Here's a scenario:
Let's say a guy doesn't hunt with bait or "supplemental feed" and doesn't want to buy the "bait permit license." It may be that his ethics are such he doesn't do it. It may be that he doesn't want to give the state more money for something else. Either way, there are people who don't want the "bait permit license" and won't buy it.
But that guy goes to visit his friend for the weekend and his friend has feeders on his property. Or he goes to visit a hunting camp with a buddy and they have feeders. Or he goes to a hunting lodge and they have feeders.
Then he has to buy one to be legal, or he hunts and is illegal, or he doesn't hunt at all.
For those who are saying "Aw, it's just $15 and that's not much." you're the frog in the pot of water on the stove with the temperature being slowly turned up. A little bit here, another permit or "privilege" fee there, another nick and ding, and before long it's going to be like waterfowl hunting with a laundry list of permits, fees, stamps and other stuff to check off before going.
When we get to the "weapon specific permit license" like Tennessee or Mississippi and it costs you another $50 to hunt with a crossbow and $50 to hunt with a muzzleloader and $50 to hunt with a bow and $50 to hunt with a firearm, perhaps that additional $50 to $200 will not be a big inconvenience to you.
It was always about money, though. Nothing more.

Yea, it's always about the money. It is suppose to be about the health of the game animal regardless if it makes money or not. But I see this license different. It's strictly voluntary. For each weapon permit you have to buy at least one just to hunt. You don't have to buy this one just to hunt. That coupled with i don't care if someone hunts over bait has made me not follow this whole deal. Very closely. Then there is the side of me that is always against new taxes. So, I'll just let y'all get it straight. I would like to see the split of numbers on this. My guess, and it is a WILD guess, is 75% will buy the permit and hunt over bait, 20% won't buy it and hunt over bait, 5% won't buy it and won't hunt over bait. I'm a 5%er. What affect will this have on Game Check numbers and how will we know it is actually the baiting law if numbers move greatly?

Pretty much sums it up for me. I don’t use corn for bait to hunt over, have friends that are overjoyed, but I myself just have no interest in doing so. But I am sure some folks will go hog wild with corn and feeders. IMHO it just brings the masterbaiters out of the shadows. It won’t change what I am doing or how I am hunting deer.

the bottom line is that this bill and DCNRs regs to go with it are nothing but a big clusterfuck. Period. As bad a game check.
I've spent most of the money I've made in my lifetime on hunting and fishing. The rest I just wasted.....

GC also broke again last season. People on here were reporting kills on the old "Pocket Ranger" app they said last summer was invalid, and some were using the new app "updated" for the 2018-19 season. Clearly had yet another bug or glitch in the GC flywheel.
As for the "It's just $15, that's not much" bunch, I know there are some people on here with 2-3 kids who hunt with them. Or they have a couple of kids and their wife hunts. That's another $30 or $45 or $60, possibly more.
Just a minor inconvenience, though.
Perhaps we need a "boat ramp launch permit license" to launch a boat in public waters. Money could be matched 3-1 with federal return and then better facilities and Marine Police would benefit along with the public. That would be a lot of revenue.
Just a minor inconvenience.
And add in a "bass tournament permit license" required for anyone hosting a tournament with more than 15 boats. Same thing - money, revenue, etc.

Commercial fishing guides of any kind - salt, fresh, catfish, bass, all species - using public waters could have a "commercial guide permit license" since they're using public facilities for personal gain. That could be a big ol' "permit license" fee.
Whole lot of possibilities with this door opening. For those who believe it's not much, think again.

Amen. I've also wondered why we shouldn't have to have mandatory registering every time we hunt like they do on WMAs. That way we can track "man-days" for hunting success and get better harvest data. This would be a huge safety issue, too. Every time you hunt and check in to help with "man days" data, you're also able to have your location pinned somewhere so if you were somehow injured they'd find you faster. Gosh, that's not a minor inconvenience. That would possibly save lives. Won't someone think of the hunters?

If people can afford to feed so much that there is NO place on their property that can be hunted legally by the 100yds/Out of Sight Rule, then $15 is not an issue to them. That is the best I have for you.
And, again, nobody is making anybody do anything. It is 100% voluntary. It cost more than $15 of my time and fuel to get a ‘Permit’ to shoot hogs over Bait under the old Law. This was way more convenient and actually saved me time and fuel money.
