Preacher, it's much easier to get baiting passed when the Lt. Guv is in the high fence biz. Word I'm hearing is DCNR didn't want it as much as the Lt. Guv. Make no mistake, Chuckie wanted it. Make no mistake , Chuckie hates the law , loves the $.

I don’t mind the fee for the licensed guy/gal on the gun; however, it is definitely a money grab when they require others to pay.

James...for what??? What law/reg did the adult violate???? So, basically...for persons under 16, no hunting laws apply, period? Night hunting, trespassing, out of season hunting, over-the-limit...all thrown out the window because he/she is under age?

A LEO cannot arrest a person under 18, cannot write them a ticket. They are not "of age" to make bond. For serious violations like night hunting, etc you can take em to Juvenile court, esp if they are 16-17 years old.
Taking a 6 year old to Juvenile court for no bait license might get you a serious talking to by the Juvenile court judge.

Preacher, it's much easier to get baiting passed when the Lt. Guv is in the high fence biz. Word I'm hearing is DCNR didn't want it as much as the Lt. Guv. Make no mistake, Chuckie wanted it. The overwhelmingly majority of the biologist in the DCNR didn't support any baiting bill due to the possible adverse affects it can have by killing a deer were other deer eat of off the ground. Believe me when I tell you that this was all political. Same as the extended season in the North zone. Yeah, total bs no doubt. And we can see the real reason here as it is obvious: Chuck's only concern was getting more money for the DCNR no matter the way. As to this, we all know the DCNR is underfunded and there are not enough GWs amongst other under funding issues. Frankly, while a minority opinion here on Aldeer, I agree with Chuck on how cheap the hunting and fishing license is, and how so many exemptions cause and contribute to DCNR underfunding. I would have preferred a straightforward approach of just increasing the hunting and fishing license fee, significantly even in terms of percentage increase (it would still be the cheapest in the country) as opposed to the shenanigans we have seen with the legalized baiting for a fee paid permit and north zone extension. And I have no problem as a landowner having to buy a hunting license. I buy one anyways as a contribution to the DCNR even though I rarely hunt property not my own. And I don't think it is a big deal to require the over 65 people to buy that cheap hunting license either. It is more bad government.

If I've got to buy a permit to sit and stare at a pile of corn, waiting on a deer to come in, then by God that 6 year staring at a pile needs one too.
The high French guys will buy the permits.. when out of state clients come in, they will buy the baiting permit along with the out of state license. A guy paying $5-$10 grand to shoot a deer won't complain about a $15.00 permit.

Taking a 6 year old to Juvenile court for no bait license might get you a serious talking to by the Juvenile court judge. As a person who has spent many, many hours in Juvenile court, this is absolutely correct. A LEO can sign a juvenile complaint against a kid and have them appear in Juvie Court, but the term to consider is "Age of Accountability". If they are not old enough or mentally developed enough to know and understand what they did was wrong and illegal, then it won't hold up in court and wasting the court's time won't be appreciated. Now if an LEO really wanted to pursue charges against the parent they could charge them with Contributing to the Delinquency or Dependency of a Minor, which is a charge against the parent that is heard in Juvenile Court. Not likely to get very far though and won't be appreciated by the judge most likely unless it is a repeating cycle with this parent. Technically, even if they are 14 years old and commit a Burglary, or such crime, and are caught in the act, they are not arrested, but are "taken into custody". Same thing, just different wording. Just an example that procedures are different when dealing with juveniles.
Lord, please help us get our nation straightened out.

David, I put a 15 year old into Juvenile Court one time for no current sticker on his boat, BUT I had talked to the Juvie officer and the judge BEFORE then. Kid was on his own and out of control. Judge gave him a year in Juvi lock up OR he could attend and graduate from trade school in that county. His momma threatened and cussed me at the hearing, but he graduated as a welder a year later. Sorry ass mother.

So, according to y'all above.......a GW cannot write dad some sort of ticket for having Jr with him hunting over bait when Jr doesn't have the baiting license?
Reckon the GW's know that? And when inevitably does write that ticket (which they'll do whether they "can" or not), what does dad do next? Gotta go to court to get it thrown out? Just make a phone call? what's the next step when that happens?

Two things I took from that podcast.
1. Chuck completely sold that as a good management tool
2. It really comes down to money.... not good management practices

Before it’s over with I’ll have to buy a separate license to use bait on a fish hook Before it's over people will just stop hunting and fishing. It isn't worth it. The libertarian side of me said it's a license to do something extra (not just hunt), so not a huge ordeal even if I didn't like it. I just will not buy the feeding permit and go about my business. Now if drop off or pick up a buddy who is hunting over feed and all I did was drive down the road to check the cows, I can be ticketed. Not that it would hold up, but they could write it based on his podcast. This is asinine at best. I miss Corky Pugh.
