8k behind is crazy. BWW has been on the news for turning off peoples for a couple of hundred bucks. I would figure out how to get a new meter and water line and leave his turned off. It would be great if you could get a deed as that property as a out parcel or something.

Does the lease renew every year or every five years, etc.? Hopefully it will be up soon and you can non-renew or at the very lease have a new lease signed with the new stipulations in it and then it should make it easier to proceed legally with eviction if necessary.

So you inherited a lease tenant when you purchased the property...go through that lease agreement and execute the lease provisions. Should hopefully be language in there addressing terminations. Late rents, utilities, conduct, etc typically can trigger termination and eviction with proper written notice from you.

Explain to me why the tap was locked and not the meter? or is that the normal procedure for not paying water bill, never had that problem so just asking.

Call ADEM anonymously and express concern about “chemicals” being released into the sewer system. If they are not paying rent or utilities my guess is they are not following a water permit either. They will take care if the rest.

That is somewhat odd.
Unless your water goes through his meter to begin with then yours, they should have curb stops on each meter that they can cut off.
I'm just trying to figure out how the connection is and why they can't cut off one or the other.
