As a general rule of thumb with residential institutions, pinch the carpet nap with your thumb and index knuckle and gently pull it up . It should fall rather quickly. If you can still see an air pocket under it after 3 seconds or so it needs to be tighter. Some areas may not get stretched as much as others in order to not pull a seam apart .
