Always measure by volume for simple hunting loads. And, loose powder has always given me lots better accuracy than any pellets that I've tried and I've tried dang near all of them. Exactly Loose powder allows you to better tune a load than pellets ever will
When I need expert advice I tend to talk to myself The older I get the better I used to be

I always felt like measuring with volume (eye-balling a line in a volume container) was inconsistent. I weight every charge within 1/10 of a grain, just like handloading rifle rounds. This method has been consistent for me, and I make 5-10 powder charges at once when I'm measuring powder.
Surely measuring weight is better than getting it "close to a line" in a volume tube.
Side note--BH is easy to clean, and accuracy is better out to 200 with my ML compared with other ML powder. Pellets (like 777) would be easier to use, but it's harder to clean the barrel&plug.
From memory, I think I shoot 68.3 grains by weight BH under 250gr ShockWave. Its the most accurate combination I could find. Not the fastest, but very consistent in my ML.
With BH, make sure you use shotgun primers, not ordinary ML primers.

I very seriously doubt you'll see any difference in accuracy and very little in velocity in 1 full grain increments until you get to around 5 full grains with any black powder substitute. Some loose powders might at 3 grains but it will be minimal. 1/10 grain in black powder substitutes just don't make sense. Unless you're shooting precision LONG barreled muzzleloaders, like 40 to 60 inch barrels in competition, you're wasting time as far as practicality goes. But, it can be fun. Enjoy
I firmly believe that a double gallows should be constructed on the East Lawn of The White House. Politicians who willfully and shamelessly violate their oath to uphold and defend the Constitution of the United States of America should be swiftly tried and, upon conviction, publicly hanged at sunup the day after conviction. If multiple convicts are to be hanged they can choose with whom to share the gallows or names shall be drawn from the hangman's hat to be hanged 2 at a time.
