It’s a bomb shelter from the Cold War era. It’s the ventilation shaft opening. Notice how the roof overlaps the bottom portion. This right here 100%
There is 2 different high fence. 1 small and one big! Mine was free range in the big pen and was not a breeder buck. Why does it have to be twisted around??

U.S. Steel had mining, coal washing, and coke processing facilities all over that area. Expect it had to do with that.
Most of the "fallout shelters" in this part of the world were building basements or caves. Not sure there were actually any purpose built, much less in rural Bibb County.
Used to be a lifeguard, until that blue kid got me fired.
