I paid attention. While not specifically spelled out, I'm pretty sure that there is case law to support it in "public" places but the question is can you march onto someone else's property and make a citizens arrest for baiting. I dont think that someone's private property is considered "public".In fact, you could be the one in violation because you'd be trespassing to get to the guy. Secondly, baiting is not an arrest type infraction. It is generally handled with a written citation and a fine. I'm not even sure if it is classified as a misdemeanor. Like I said, I'm sure Troy knows the official answer on this one.
