When I lived in Texas, to obtain a CC permit, you had to attend a two day class and pass the test. You had to qualify at the shooting range with a minimum score. Your application had to include both fingerprints and palm prints. The background check was very deep as well. Now that they are open carry, I don't know what is required. The state does have certain restrictions and any business can post the 30.06 sign or the 51% sign which prohibits weapons on premises. My guess is NYC will designate a lot of areas as off limits.
