I believe you have to get one every year because they don't have a lifetime wma permit..
This is true. There's no lifetime for WMA because it's a permit, and the fee on a permit can be increased by the department without intervention from the Legislature (unless I'm mistaken), unlike a license fee.
It was explained to me years ago the DCNR didn't want to create a lifetime WMA license or permit so it would have flexibility with the fee, along with knowing that land agreements would change. Leases lost, signed, contracts ending, etc. So they made it a permit, to have flexibility.
