Build it out of treated wood put some carpet to match and leave it as open as possible underneath.
Keeping it very simple is going to be your better option IMO. Match the carpet and it will look good and wood will be easy to work with. If it gets old and needs to be replaced that will also be easy.
No government employees were harmed in the making of this mess.

Pretty easy. Depending on what boat it is, several companies have an aftermarket extension already made up. All you do is install. The ones I’ve installed were T60 aluminum wrapped in matching carpet, install with brackets that are bolted to the fiberglass.
It's a 1990 Venture Tournament....I'd love to find one pre-made for it as long as it's not stupid expensive.
