I have two Tikkas (308 and 260) and they are both sub MOA. However my Savage Model 111 in 30-06 groups even tighter. With 150 grain Winchester soft points, it's like a laser beam.

Ruger M77 compact youth rifle in REM 260 is one of many awesome choices for a kid. I like the two stage safety and it’s just generally a very well built gun. I bought the gun for my daughters but carry it myself regularly.

I love my Kimber Montana. Light, fits me good and shoots great. With that budget, you'd have a lot left over for a really nice scope.

I dont think there is a better caliber made for whitetail deer than a 7-08. My favorite rifle ever is a Sako Finnlight in 7-08

That is a setup that a kid would never need to improve upon as He gets into adulthood. Hard to get much better for hunting whitetail deer.

I may be in the minority here, but this is my opinion -
