I just found this on the X
To turn off emergency alerts on Android, follow these steps:
Open the Settings app.
Tap on Notifications.
Tap on Advanced.
Tap on Wireless Emergency Alerts.
Tap on Emergency Alerts.
Toggle the switch to Off.
This will disable all emergency alerts, including Amber Alerts, Presidential Alerts, and Extreme Threats.
If you only want to disable certain types of emergency alerts, you can do so by following these steps:
Open the Settings app.
Tap on Notifications.
Tap on Advanced.
Tap on Wireless Emergency Alerts.
Tap on the type of alert you want to disable.
Toggle the switch to Off.

They said this one would override any settings on phones, tv's, etc. I turned my phone on a few minutes after my office mate's went off and had the alert message. The radio message I heard after I turned my phone back on said it would continue from 1:20-1:40pm, so maybe it is a 20min continuous signal sent if no response?
