Huntsville like Houston is not a bad analogy.

H-ville has a lot of odd factors which affect how its infrastructure works, and the biggest problem is, like with everything else...the Federal government.

Not only does H-ville have the Department of Defense concerns around Redstone, it also has TVA which likes to take its time and hold forth on every damn planning and design option known to humanity.
H-ville is also bringing in mega-large corporate facilities which have a lot of damn people attached to them, and do not forget all the spin-off small businesses. Walmart, Dollar General, and other big retailers, have formulas which basically state that for every large factory that equals a certain number of stores for the area near it. Hyundai brought at least three Walmarts to Montgomery, maybe more.
