Pretty sure the only permit for my recent build was for septic. If others were pulled by the builder I never saw them. Whole lot more to it than a simple permit. The guy who done the perk test had to be certified results had to be handed over to the health department and ok d. The guy who installed septic tank had to be certified by the state and he had regulation he had to go by . When my sister had her house built the county had to look at the system before they coyld covered it up In my case, the guy who actually did the perk test was only "supervised" by the guy who had the certification. And by supervised, I mean that he told him to go do the test and tell him the results, which he then sent to the county health lady. And the guy who dug the hole and put in the system then told her the job was done and ready to be inspected. She sent me a paper that said all was good, though nobody ever saw her on site. She might have looked at it; didn't really matter as she knew everyone involved and knew they would do it right. My point was that the writer of that article was obviously coming from his experience in a big city where every job must be inspected and approved by government of some sort. I don't think this guy understands at all what it's like in a rural county, though he tried to convince everyone that there's a maze of regulations to living off the grid in rural Alabama. My experience says he is not correct. You wanna put up solar panels in Podunk, Alabama? Have at it.

I had problems with Ala Power when I moved a trailer up behind my house. Septic already there from a prior trailer. Black Ala Power supervisor in charge of setting new pole didn't like my Confederate flag by the house and said something. I told him to stay in his lane. He proceeds to cause lots of probs getting power ok'd. He finally lied on the APCO computers about inspecting my work. I caught him on it and talked to APCO VP who caught him changing his post. He got fired and I got electricity.
I've spent most of the money I've made in my lifetime on hunting and fishing. The rest I just wasted.....

No building permit required if you are outside the city is what I was told when I called city hall. Coming from Florida I was amazed. Depends on what county you are in also. Jefferson county sux to do anything in. You have to get permits to do any kind of building/remodeling/improvements they want every penny they can get out of you. St clair and Winston once your septic is done and inspected you can build or do anything you want no permits required and no inspectors.

When my house was built the guy who framed it for me installed a temporary power pole that he had just moved from another site, and it was AL Power on that site too. But when they came to hook it up, this Power co guy said it didn't meet his expectations and he wouldn't hook to it. A long argument took place and my guy finally said to forget it; he would build it with a generator, which he did. So I called them and told them we're ready for them to make the permanent connection to the service entrance. They came and did the job, which took only a few minutes, and didn't tell anyone working they were there. My crew was in the house, the generator was running, and nobody knew the power Co was even there. One of the hands just happened to walk by the service entrance and noticed it was connected, thus saving my electrician from being electrocuted. They were all very upset about that and filed a complaint, but nothing was ever done that I know of. It says a lot about AL that we essentially gave most of our rivers to a private company.

I had one of their "new college boys" engineers come quote me a outdoor light about 5 yrs ago. I pay $10 a month at my other house for one. This cat called me the next day and told me it would be $46 iirc monthly for one at this location. He wanted to install a new pole, and new transformer because he said old existing transformer was too far away and could make light flicker, and the pole was one of bellsouths and not theirs and was too small diameter to hold a transformer. I said is that so? If it is you need to come to my other house and yall move transformer to the pole closer to my house cause its twice as far away from my house as this one would be from this street light. If that distance makes a single street light flicker whats it doing to my house? He didnt wven want to discuss that. I told him dont worry about it, i will go buy me a $150 solar streetlight and put it up vs $46 a month for as long as i had their light. He said sir you cant do that. I said why not. He said its our pole. I replied not according to what you said 5 minutes ago. You said it was a bellsouth pole and showed me their metal id tag on it. He was not happy when he left. i ordered and put up my solar streetlight.

We have a small 2 story off grid cabin in Jackson county. Nothing required in Jackson county. We have solar, water, propane, and we want septic.

I believe an old septic tank can be grandfathered in most counties as long as the original structure or at least part of it remains. Don't quote me on that though.
