This makes sense to me. Every school gets up to $X. In order to really allow parity, let a collective be run through the schools to make up any deficits for schools that cannot afford that $X figure. I also think every athlete should get something, so set a minimum. Not just football, but all sports. Let the schools decide what sport they want to be good at… and how exactly they want to distribute.
