I'm on the fence on this one. At 1st my thought was NO because it would allow local legislations to slide things in that are not in the best interest of the State. However usually these things pass on state votes anyways because one Legislator gets their "buddies" to make sure we get this on ballot and I will return the favor and scratch your back when needed. This could help free up time and money for matters more pressing to the State legislature. Example: If Alabama town/county X wants to rezone for a new landfill or whatever, then I say let their people vote on it on the local level. It is not pertinent to me.

No, the longer it takes any politician to bypass the requirements for voting on the budget before other matters the better. It would be nice if they took care of things as prescribed instead as it’s convenient to their whims.

I thought there was a "home rule" amendment passed 20 years ago?
