That officer showed restraint. I promise you I'd have rolled them ass over elbows as hard as I possibly could. The crown wouldn't get a chance to hold on to anyone.

Campus cops aint known to be the toughest law enforcement officers. That might have been the best he could do, so the trashcan lid might have had a real chance of working.
