It is caused from where the cicadas are laying their eggs. Just about every oak and hickory in the woods around here looks like that. You can prune off the dead pieces or just let them naturally break off.

Cut the dead off of it and fertilize it a little. The trimming will stimulate growth. If the cicadas did it, itll be fine.

My oaks here in Colbert are doing the same thing. I have been mulching the leaves with a mower to keep the place cleaned up.
