If you could feed the pex through the busted line. Or run a wire through and pull it would be the only way to do what you are wanting. You would have to be awful lucky for that work. The line is probably crushed That'll work great if he can get it through there. I have one done that way , runs under a road, but my PVC is bigger.

From what I understand, the pipe coming up through the concrete is not needed. It tees off the mainline going to the garden, correct? As long as the feed from the well to the garden stays functional, it doesn't matter if the pipe coming up through the slab is capped. If that's the case, do exactly what you are going to do with the pipe plug. All this reroute and pex pull through is not needed. So I guess the tee is under the concrete , and the busted run off the tee is what he's wanting to cap .

I thought they made a reducer to fit inside broken pipes. Bad thing is that it's already narrow and will further choke water flow. I wonder if you can feed a wire or rope through the outside end and tie it to a flexible rubber hose that's thinner than the existing half inch and pull it through the slab. Like a fuel line hose. Probably be best just to saw cut the slab and chip the section out, replace it with PEX and pour a new patch. I've seen it happen on slab houses before and they had to saw cut the area then jack hammer the concrete out to replace the plumbing. That's why Id rather have a crawlspace home or a shop with plumbing running up the walls instead of underground. I'd call a few plumbing companies for estimates and see what they say. They used to make those and Ive used thwm on pools. I know it sounds silly, but if it was my place I'd cut the concrete if needed and fix the fact that a pvc water line was put u der the slab in the first place. But the next quick fix is cut a hole around the pipe and dig down and repair it below the frost line. Then patch the concrete or better yet put a frost free outdoor spigot where the pipe was.

As others have said. Find the lines outside the slab and put in a new line bypassing the slab. The PVC leaves the well and goes under a concrete slab all the way to the broken line. There is only an area of @6" coming from the pump that is not in concrete. The line that is broken is tied in with the line to the garden where he waters his plants. This was poured years ago and the concrete slab surrounds the well and all the pipes under it. To replace a line would require the concrete slab to be busted up to get to the lines, thus the reason I am wanting to cap the line that was broken. It came about 5" out of the concrete and had a spigot on it. It was a terribly designed project to begin with and now that the back porch has been rebuilt, the access to the broken area is hard to get to. When I get this fixed I will get someone to post pics of what works for him. He is 87 and it is all that is on his mind at the present time. If you have 6" on the pump side , is there a reason you can't cut and either tie in or cap it there ? I assume if you tied in , a new line would have to run above the slab aways . Does the busted line tee off a pipe under the concrete ?

I would use a hammer drill and slowly drill around the pipe. It's not to hard to do.
