There's zero percent chance that the three counter sniper teams missed someone running across the top of a building like that. Zero. It is just not possible for that to be missed, under any scenario.

If a few of these people lost their cushy pension and ended up in jail, their attitudes would get adjusted quickly. These hearings are just political grandstanding by career politicians that are more the problem than the bureaucrats they are questioning.
