Just remember, the FCC enabled an alert system not long ago that sends a message to regions affected by the "emergency" at hand. They can narrow this down to send it to only cell phones in a certain region, like the rural part of a "red state". Could that be used in a similar way if we were in a crap hitting the fan situation that the government wanted to control? I haven't checked my phone for C4 lately. I'll put my tinfoil hat back on the shelf now.
