When you have a system wobble to the west and the pressure gradient gets tighter on the west side. Or if it is being pushed hard on the west side. Dynamic forcing is what they call it. It happened with Michael and Sally. Those are the only two storms I've ever seen the worst winds out of the NE. It happened with Elena also.
