Has this rifle ever shotten any ammo decent? Sounds like a rifle issue rather than an ammo issue. Loose.scope mounts, action screws, etc. It’s a brand new rifle. Checked scope screws and they are torqued and action screws are also checked and torqued. The best ammo it shot was 100gr Winchester soft points. Wasn’t good but better then the loads I’ve tried. It’s a head scratcher for sure but I’m not giving up. Some guns just suck. Good news is that they make new barrels every day.

Do you have any of those 100gr wins left? If so take some measurements off those cartridges and see how they compare to what you are making. OAL to the ogive, in my experience, is often times the lynch pin parameter. I almost always start my testing 0.015" off the lands, but rifles sometimes like big jumps and sometimes like small jumps... and sometimes both. Testing different OALs is a pain, but at times, that's what it takes to really make one behave. And sometimes when you get the OAL correct, different powders and charges doesn't make a huge difference in accuracy.
You gonna pull them pistols, or whistle Dixie?

I load to the listed COAL and have never had to adjust it.

And I have a couple that shoot 4" groups unless you pay close attention to seating depth. It's a crazy, crazy world!!

All of mine have been moa or less.

Anything odd looking on the brass from rounds you fired in the gun?
How does that barrel crown look?

Barrel is freefloated. I measured and loaded to the same COL as the Winchester loads. I’ve loaded long. I’ve loaded short. Heck I’ve even tried touching the lands. The barrel is treaded and had a barrel nut. From what research I can find, these particular guns tend lo like the lighter bullets. I’m starting to agree with AU that maybe this rifle just sucks. I’m not ready to give up yet. I kinda like a challenge.

H4350 and a flat base 100gr bullet has always been a winner in ever 243 I've tried it in. Even tried the Hornady interlock with a flat base and a boat tail and the flat base was better. I'd look at some 85gr Game Kings

Marshmud, I have had my best 243 groups with Sierra 100 gr flat base billets and Imr 4350. My model 7 Rem doesn't care for 100 gr Partitions or 100 gr Hornady's but it is a 1" gun with the Sierras. If you are shooting 4" groups you might have a barrel that was not properly stress relieved. Tan safety Rugers were famous for that and after the first shot they sprayed 'em. I owned 7 or 8 of those and I had to let the barrel cool A LOT before they would even think about grouping. Been there brother and it is frustrating to say the least. If it wont shoot 38-40 grs of H4350 and a 100 gr Sierra it is probably suspect.
Remember: It aint what you shoot...it's how you shoot it.
