I have a Kubota 4701 HST. I'm using a 6' rotary tiller. Will it do any damage to the tractor if I drop the tiller without the pto engaged and run over the fields after seeding?

I wouldn’t chance it. Some of the best drags are made from scrap metal. Wouldn’t be hard or expensive to make something up.

You can do it, but you need to remove the PTO shaft completely.
