Which state's worker don't pay in to SS ? RR workers don't pay into SS, they have a different Government pension I reckon.

I don't know of any. City of Birmingham wasn't on the State Pension system. But may have transitioned over now, I don't know. Can't say if they contributed to SS. I know I did.

Which state's worker don't pay in to SS ? RR workers don't pay into SS, they have a different Government pension I reckon. ones i know , they pay it all not half , they are 1099 contract labor . the pay full fica and all state and fed taxes , the railroad pays none on the deduction

now i guess the can draw their full amount of SS they paid in plus the retirement benefits from their fed job. i think its fair . My parents (75) are happy about it. They are far from liberal, but maybe this is a liberal benefit for them. Both worked and paid SS their whole life. My mom worked secretary type stuff for the Jackson, MS police department, then fire department, then in Human Resources at the post office. My dad was a fireman/EMT. From what they told me, a previous law caused them to receive only 1/3-1/2 of the monthly SS payments they were supposed to be paid, because they had some state/federal retirement benefits. I guess the rest of their payments had to pay for those people that don’t pay into the system.

I still don't understand who all those folks that have worked and paid income taxes , but didn't pay into SS are, other than RR workers. I thought the threshold to avoid pay in SS was very, very low. Even minimum wage is well over the amount.

Railroad workers were the only ones I knew that didn’t as well.This reminds me of years ago some state employees opted out of the state retirement system. They have their private retirement mob managed well and the economy tanked and they allowed them to opt back into the state retirement

I can tell you that most of your local law enforcement / firefighters do not pay into social security. I think it was a RSA thing, which most local agencies have gone to. Not sure if that also effects teachers, or if they pay into it. Maybe I'm mis-reading your post. Maybe by "most of your local law enforcement / firefighters" you meant a specific location I'm not aware of. But I can show you a LOT of old pay stubs where I gave a large amount of money for SS. For decades I said I'd gladly give up all the money I'd paid in if they'd stop taking money going forward. I said that until I retired from the Fire Service and I meant it too. From where I'm standing, you are incorrect. Prove me wrong, I'm all ears.

Pretty sure this affects folks who paid their fair share into social security but because of some other source of retirement government money they began receiving once retired, the government decided they shouldn't get their full amount of social security payments each month. Kind of like double dipping concept.
So this has been stopped and they will reimburse those folks from Jan 2024 going forward. Basically, they get their full amount of social security plus their other retirement income now.
"Nearly 3 million Americans will receive full Social Security benefits under legislation passed in the waning hours of the current Congress and now headed to President Biden, who is expected to sign into law.
Senators voted 76-20 for the Social Security Fairness Act, which would eliminate two federal policies that prevent nearly 3 million people, including police officers, firefighters, postal workers, teachers and others with a public pension, from collecting their full Social Security benefits. The legislation has been decades in the making, as the Senate held its first hearings into the policies in 2003.
"The Senate finally corrects a 50-year mistake," proclaimed Senate Majority Leader Chuck Schumer, a Democrat from New York, after senators approved the legislation at 12:15 a.m. Saturday.
Congressional passage came down to the wire. After garnering bipartisan approval in the U.S. House in November, Senate approval came shortly after midnight, just ahead of a continuing resolution to keep the government from shutting down. The votes marked the final ones cast by senators in the 118th Congress before the next Congress is sworn in on January 3.
"Social Security is a bedrock of our middle class. You pay into it for 40 quarters, you earned it, it should be there when you retire," Ohio Senator Sherrod Brown, a Democrat who lost his seat in the November election, told the chamber Wednesday ahead of one of multiple votes to advance the bill.. "All these workers are asking for is for what they earned."
Senators rejected four amendments and a budgetary point of order that would have derailed the measure, given the small window of time left to pass it.
Republicans who spoke against the bill largely objected to its cost, noting that the measure would accelerate the Social Security trust fund's projected insolvency by about six months, now estimated to be roughly a decade away. Senate supporters of the bill, including Louisiana Republican Bill Cassidy, argued that while Social Security's funding shortfall needs to be addressed, that shouldn't be done at the expense of retirees with public pensions.
When will the Social Security Fairness Act go into effect Once signed into law, the legislation's effective date involves Social Security payments for months after December 2023, according to the text of the bill. "
