I think brassicas is definitely your best option due to seed size. Rape is a super tiny seed that should do well. Deer will eat it to the ground though if you've got high numbers. And it won't come back.

I have a few fields that the turkeys have scratched up bad the past few years. I'm obviously not trying to run the turkeys off, but I want to hunt these fields during deer season, so I need to plant something different next year. If I plant a sold stand of turnips and/or clover will the turkeys scratch up the super small seed too?
No till doesn't help they have scratched it all up the past 2 years. Throw and mow is definitely not an option. Just be smart about it . Cover the seed and put some out for the turkeys . Put oats in a feeder and run it . What I done in the past. Do squirrels and rats same way with planted corn in the spring .
