To be pardoned, you have to have at least been charged, if not convicted.

Was Nixon charged with a crime? We know he was involved in one. Accused of one. But were charges ever filed? I honestly cannot remember.

No crime was charged but Ford Pardoned him proactively, which can be done if a crime has been committed. I don't believe you can be Pardoned for future crimes.
