It drives manufacturers to produce goods here. They invests in US business and bring labor and jobs here.
That is what it is supposed to do, but a whole bunch of people will absolutely buy whatever is least expensive no matter where it is made and if current US manufacturers increase their costs to keep that price gap, then I don't see the overall plan working like it should.
